CHAPTER 654

(Senate Bill 1056)

AN ACT concerning

Vehicle Laws - Vehicle Operations, Standards, and Equipment

FOR the purpose of requiring certain equipment on certain
vehicles; altering the definition of "automobile" for
certain purposes; defining a certain term; establishing
certain vehicle length limitations; altering a provision of
law prohibiting a vehicle carrying certain cargo to be
driven on a highway under certain circumstances; providing
that certain combinations of vehicles may only be operated
on certain highways; altering certain vehicle weight
limitations; requiring the State Highway Administration to
hold a certain hearing; altering a provision of law to give
the Secretary of Transportation the authority to establish
certain vehicle permit fees; and generally relating to the
operations, standards, and equipment of vehicles on State
highways.

BY repealing and reenacting, with amendments,

Article - Transportation

Section 22-301(d), 23-104(a), 24-104.1(a) and (j), 24-106.2,

24-108(c), 24-109(a) and (c), 24-113, and 24-113.1

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Transportation

22-301.

(d) Every vehicle shall be equipped with brakes acting on
all wheels, except:

(1) Trailers, semitrailers, or pole trailers of a
registered gross weight not exceeding 3,000 pounds, provided
that:

(i) The total weight on and including the
wheels of the trailer or trailers does not exceed 40 percent of
the gross weight of the towing vehicle when connected to the
trailer or trailers; and

(ii) The combination of vehicles, consisting of
the towing vehicle and its total towed load, is capable of
