SECTION 2. AND BE IT FURTHER ENACTED, That the parties

enumerated in Section 5-905(d) of this Act shall enter into the

written agreements on operating procedures on or before September
1, 1987.

SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1987.

AN ACT concerning

Workers' Compensation Insurance - Workers' Guaranty Fund
Uninsured Employers' Fund

FOR the purpose of establishing a Workers' Guaranty Fund for
employees to make claim for benefits under the workers'
compensation laws against uninsured employers, insolvent
self-insurers and self insurance groups; defining certain
terms; establishing procedures and special funding thereof;
providing for the continuation of certain terms of office;
providing for certain continuation of duties and obligations
requiring the Workmen's Compensation Commission to require
annual reports from employers who self-insure; requiring an
assessment of certain employers for actuarial studies and
audits; amending certain limits on the amount of the Fund;
allowing the Board of the Fund to establish reserves;
providing for an additional assessment by the Fund under
certain conditions for a limited time period; repealing the
Self-Insurers' Guaranty Fund; providing that obligations of
an insolvent group or insolvent self insurers shall be paid

by the Uninsured Employers' Fund; providing for a

termination date for a certain section of this Act; making
certain structural changes; and generally relating to the
workers' compensation benefits.
