SECTION 7. AND BE IT FURTHER ENACTED, That Section 6 of
this Act shall become effective July 1, 1989 and shall remain
effective through June 30, 1993, and on July 1, 1993, with no
further action required by the General Assembly, Article 48A,
Subtitle 16B. "Regulation of Competitive Rating" shall be
abrogated and of no further force and effect.

AN ACT concerning
Workers' Compensation - Treatment and Benefits
FOR the purpose of defining vocational rehabilitation and public
safety employee; requiring registration of vocational
rehabilitation providers with the Workmen's Compensation
Commission and providing penalties for failure to register;
providing that an insurer or self-insurer shall file
vocational rehabilitation progress reports with the
Workmen's Compensation Commission by certain dates and
providing certain penalties for failing to file those
reports; providing that physicians shall use certain medical
guides to measure and report medical evaluations of
permanent impairments to the Workmen's Compensation
Commission; providing that the Workmen's Compensation
Commission shall adopt certain medical guides on or before a
certain date and providing for the use of certain medical
guides until adoption; providing that physician shall
submit certain additional information in evaluating a
permanent impairment until the Commission adopts certain
medical guides; providing that physicians shall use certain
medical guides to measure and report medical evaluations of
permanent impairments to the Workmen's Compensation
Commission; providing that the Workmen's Compensation
Commission shall adopt certain medical guides on or before a
certain date and providing for the use of certain medical
guides until adoptien; requiring the Workmen's Compensation
Commission to adopt certain regulations which physicians

SECTION 2 8. AND BE IT FURTHER ENACTED, That this Act
shall take effect January 1, 1988, contingent on the taking
effect of Chapter ____ of the Acts of 1987 (H.B./S.B___)
(71r0967) (H.B. 239/S.B. 240), and if Chapter ____ does not
become effective, this Act shall be null and void without the
necessity of further action by the General Assembly.
