SECTION 3. AND BE IT FURTHER ENACTED, That the Council on
Early Childhood Development be composed of:

(1)  2 members a member of the House of Delegates,
appointed by the Speaker of the House, and 2 members a member of
the Senate of Maryland, appointed by the President of the Senate;

(2)  a representative of the Department of Education,
appointed by the State Superintendent of Schools;

(3)  a representative of the Office for Children and
Youth, appointed by the Director;

(4) 2 working parents and 2 nonworking parents,
appointed by the Governor; and

(4) 2 parents, one of whom shall be employed outside
the home; and

(5)  1 a representative from each of the following:

(a)  a private day care center;

(b)  a nursery school;

(c)  a Head Start program;

(d)  a group that advocates for day care
services. ;

(e) public school teachers certificated in
early childhood education; and

(f) college or university facility faculty
members working in early childhood education.

SECTION 4. AND BE IT FURTHER ENACTED, That:

(1)  the Governor designate the Chairman of the
Council on Early Childhood Development;

(2)  the Council on Early Childhood Development report
its findings and recommendations to the General Assembly by
December 1, 1987 June 30, 1988 and by June 30 of each year
thereafter until the date of the termination of the Council; and

(3)  the staff for the Council be provided by the
Maryland State Department of Education.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act shall

take effect July 1, 1987.
