AN ACT concerning

Telecommunications for Disabled Individuals -
Dual Party Telephone Message Relay Program

FOR the purpose of creating a board authorizing the Department of
Human Resources to establish and administer a dual party
telephone message relay program which would permit access to
the basic telephone network by certain disabled individuals;
creating a Telecommunications for Disabled Individuals
Board; specifying the composition and terms of board
members; requiring board members to serve without

compensation and file certain financial statements;

requiring the board to file an annual report; requiring the
Department of Human Resources in consultation with the
board to provide certain assistance for the operation of the
program; requiring the board to prepare a budget and submit
the budget to a certain agency for approval; and specifying
that the program be funded by a credit to telephone

companies against tax imposed on telephone companies

providing that the program shall be funded as provided in
the State budget; providing a delayed effective date for
this Act; and generally relating to the dual party telephone
message relay program.
