(a) The Administrator shall adopt such regulations as are
necessary for the safe transportation of hazardous materials.
These regulations shall duplicate or be consistent with current
hazardous materials regulations of the United States Department
of Transportation.

(b) Any person driving a vehicle carrying any hazardous
materials as cargo on a highway shall comply at all times with
this section and the regulations of the Administrator adopted
under this section.

(c) The vehicle shall be marked or placarded at such places
and in such manner as are required by regulations adopted under
this section.

(d) The vehicle shall be equipped with fire extinguishers
of a type, size, and number approved by the Administrator, filled
and ready for immediate use, and placed at a convenient point on

the vehicle.

SECTION 3. AND. BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

(House Bill 880)

AN ACT concerning

Creation of a State Debt - Maryland Center for Youth
and Family Development, Inc.

FOR the purpose of authorizing the creation of a State Debt in
the amount of $750,000 $500,000, the proceeds to be used as
a grant to the Maryland Center for Youth and Family
Development, Inc. for the site improvement, construction,
and equipping of a residential facility on the campus of the
Maryland Center for Youth and Family Development, Inc.,
subject to the requirement that the Maryland Center for
Youth and Family Development, Inc. provide a matching fund
of a certain kind and amount for the same purpose by a
certain date; and providing generally for the issue and sale
of bonds evidencing the loan.
