SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, it shall take effect from the date of its passage.

FOR the purpose of exempting certain programs under Developmental
Disabilities Administration of the Department of Health and
Mental Hygiene from the State procurement laws.

BY repealing and reancting, with amendments,

FOR the purpose of extending the exemption for the acquisition of
human, social, cultural, and educational services by the

Mental Retardation and Developmental Disabilities

Administration from the State Procurement Law; and generally
relating to exemptions from the State Procurement Law.

BY repealing and reenacting, with amendments,

Chapter 685 of the Acts of the General Assembly of 1986
