(2)  Has less than 6 months remaining on the sentence
or less than 6 months remaining until a determined parole date,
or has a sentence of 18 months or less; and

(3)  Has been screened by a center staff member and
after review of the screening data, the center director approves
the transfer based upon screening standards agreed to by the
community advisory board, the center director and the
Commissioner. The screening standards shall include a
presentence investigation report if available and a complete
record of previous convictions.

DRAFTER'S NOTE: The inclusion of this provision is intended
to resolve questions raised by the Attorney General's
May 7, 1986 bill review letter to the Governor
regarding the adequacy of the title of Chapter 671
(Senate Bill 452) of the Acts of 1986. That letter
suggested that the title of Senate Bill 452 did not
clearly reflect that the reduction of the length of
sentence which qualifies certain persons to be placed
by the Commissioner of Correction in a Community Adult
Rehabilitation Center applies to placement in Centers
statewide and not only to placement in the Cecil
County Center. The title of this Curative Bill
reflects the statewide applicability of the change, as
shown above.

Article 41 - Governor - Executive and
Administrative Departments

11-104.

(c) (2) The Commission shall consist of 11 members who
shall be appointed by the Governor from the various regions of
the State and shall include:

(i) 1 citizen actively engaged in the
residential building industry;

(ii) 1 citizen actively engaged in the banking
or mortgage banking industry;

(iii) 2 local public officials involved with
housing and community development activities;

(iv) 1 citizen who is a resident of government
assisted housing;

(v) l citizen who is a member of a neighborhood
organization or civic group concerned with promoting low income
housing; and

(vi) 5 members of the public at large.
