(a)  To provide grants to assist in the construction
of publicly owned sewage treatment works;

(b)  Not for Fiscal Year 1988 not more than
$10,000,000 to provide grants for projects to remove nitrogen at
publicly owned sewage treatment works in the Patuxent River
Basin. Basin; however, it is the intent of the General Assembly
that this allocation for nitrogen removal shall be identified and
adjusted annually to provide for future capital needs as
identified in an agreement between Montgomery County, Prince
George's County, the Washington Suburban Sanitary Commission
(WSSC), and the State of Maryland;

(c)  Not more than $5,000,000 to provide grants for
projects to control agriculturally related nonpoint sources of
pollution, provided, however, that only not more than $1,000,000
may be expended for projects on public lands; and

(d)  Not more than $400,000 to provide grants for
projects designed to address existing special water quality or
public health needs where timely and sufficient federal funds are
not available; and available.

(4) An annual State tax is imposed on all assessable
property in the State in rate and amount sufficient to pay the
principal of and interest on the bonds, as and when due and until
paid in full. The principal shall be discharged within 15 years
after the date of issue of the bonds.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1987.

Creation of a State Debt - Public Junior, Community,
and Regional Community College Facilities
Construction Loan of 1987

FOR the purpose of authorizing the creation of a State debt in
the amount of $4,200,000, the proceeds to be used to assist
the counties and Baltimore City in financing the design and
construction of public junior, community, and regional
