(4) An annual State tax is imposed on all assessable
property in the State in rate and amount sufficient to pay the
principal of and interest on the bonds, as and when due and until
paid in full. The principal shall be discharged within 15 years
after the date of issue of the bonds.
The County Commissioners of Dorchester County, for the
purpose of acquiring land for a jail site and for industrial
parks and related uses, may borrow on the full faith and credit
of the County $500,000 upon such terms and conditions as the
Board of County Commissioners may by resolution deem appropriate,
including the issuance of general obligation bonds of the County
at public or private sale to bear such rate or rates of interest
as the Board considers reasonable. This authority shall be
deemed supplemental to that provided in Chapter 200 of the Acts
of the General Assembly of 1985, and the provisions of that Act
shall apply to the issuance of bonds authorized by this Act. The
purposes for which bonds may be sold under Chapter 200 of the
Acts of 1985 shall be deemed to include the construction of a new
jail facility and the acquisition as well as development of land
therefor and for industrial park and related purposes. Nothing
in either this Act or of Chapter 200 of the Acts of 1985 shall be
deemed to prevent the County Commissioners from issuing, under
the authority of either Act, bonds the interest on which is not
excluded from gross income for federal income tax purposes.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1987.

willfully or knowingly engaging in the business of selling,
showing, advertising for sale, or distributing certain
obscene matter to a minor; defining the term "obscene"; and
generally relating to obscene matters and minors;
BY repealing and reenacting, with amendments,
