(3)  Exclusive appellate jurisdiction with respect to
a question of law certified to it under the Uniform Certification
of Questions of Law Act; [and]

(4)  Exclusive appellate jurisdiction over a criminal
case in which the death penalty is imposed; AND

(5) EXCLUSIVE JURISDICTION TO HEAR A LEAVE TO APPEAL
FROM AN ORDER UNDER § 75A OF ARTICLE 27 DECLARING AN INMATE
COMPETENT OR INCOMPETENT AND ANY APPELLATE PROCEEDING UNDER
ARTICLE 27, § 75A OF THE CODE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall

apply to all inmates under sentence of death on the effective

date of this Act and those defendants sentenced to death after
the effective date of this Act.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

AN ACT concerning                                                       

Creation of a State Debt - Frostburg -
Scenic Railroad Line

FOR the purpose of authorizing the creation of a State Debt in
the amount of $100,000 $60,000, the proceeds to be used as a
grant to the Mayor and City Council of Frostburg for the
development, site preparation, and landscaping of a scenic
railroad line in the City of Frostburg, in Allegany County;
and providing generally for the issue and sale of bonds
evidencing the loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
loan to be known as the Frostburg-Scenic Railroad Loan of 1987 in
the total principal amount of $100,000 $60,000. This loan shall
be evidenced by the issuance, sale, and delivery of State general
