SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1987.

AN ACT concerning

Natural Resources - Wetlands and Riparian Rights

FOR the purpose of clarifying the types of activities which do
not require a wetlands license or permit; requiring the
Department of Natural Resources to issue public notice and
an opportunity for a hearing concerning an application to
dredge or fill State or private wetlands; altering the
period a riparian owner may reclaim lost fast land;
repealing the requirement that the Department conduct a site
visit under certain circumstances; allowing the Department
to issue a license without public notice for certain
activities; authorizing the Department to issue an order for
corrective action under certain circumstances; specifying
certain administrative procedures when the Department
believes certain violations have occurred; providing for the
enforcement of subpoenas and orders; providing for the right
of appeal to the Department's Board of Review in certain
circumstances; and generally relating to the regulation of
wetlands and riparian rights.
