(viii) the Maryland Higher Education
Supplemental Loan Authority, to the extent that no moneys of the
State are to be expended on a contract;
(ix) the Maryland Industrial Training Program
of the Department of Economic and Community Development for
training programs for new or expanding businesses or industries;
(x) the Board of Trustees of the Maryland State
Retirement and Pension Systems and the State investment agency
for services related to the external management of the investment
of assets of the retirement systems;
(xi) the Maryland Food Center Authority, to the
extent the Authority is exempt under Title 40 of Article 41 of
the Code;
(xii) Maryland Public Broadcasting Commission
for artists' services for all education and cultural television
productions; [and]
(xiii) public institutions of higher education
for cultural, entertainment, and intercollegiate athletic
contracts; AND
(XIV) ANY PROGRAM SERVICES UNDER THE
DEVELOPMENTAL DISABILITIES ADMINISTRATION OF THE DEPARTMENT OF
HEALTH AND MENTAL HYGIENE.
(2) Procurements by the entities listed in paragraph
(1) of this subsection shall be made under procedures that
promote the purposes state in § 11-102 of this subtitle.
Chapter 685 of the Acts of 1986
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That acquisitions of human, cultural, social, and
educational services by the Mental Retardation and Developmental
Disabilities Administration of the Department of Health and
Mental Hygiene shall be exempted from the provisions of the State
Procurement Law until July 1, [1987] 1988.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July l, 1987.
