(II) AN ORGANIZATION THAT OBTAINS A PERMIT
UNDER PARAGRAPH (4) OF THIS SUBSECTION MAY AWARD PRIZES IN CASH
OR IN MERCHANDISE BY SUCH DEVICES AS ARE COMMONLY DESIGNATED AS
PADDLE WHEELS, WHEELS OF FORTUNE, CHANCE BOOKS, BINGO, OR OTHER
GAMING DEVICES, EXCEPT FOR CARD GAMES, DICE GAMES, OR ROULETTE.
[(5)] (6) In Baltimore County, any person,
association or corporation knowingly operating or attempting to
operate a carnival, bazaar, or raffle in violation of this
section, shall upon conviction of such violation be subject to a
fine not exceeding $1,000 or imprisonment for not more than 1
year, or both.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, it shall take effect from the date of its passage.

AN ACT concerning
Health Care Facilities - Certificate of Need
FOR the purpose of providing that any certificate of need issued
with conditions to a health car facility prior to a certain
date shall be considered to be in good standing if the
conditions have been complied with to the satisfaction of
the Maryland Health Resources Planning Commission; and
making this bill an emergency measure.
FOR the purpose of providing that, under certain circumstances, a
certificate of need issued to a health care facility prior
to a certain date may not be rendered wholly or partially
invalid solely because certain conditions have been imposed;
and making this bill an emergency measure.
BY repealing and reenacting, without amendments,
