(e)  The State Comptroller may not question the
certification made by the Administration.

(f)  The State Comptroller shall:

(1)  withhold and pay to the Administration any income
tax refund due to the obligor, in an amount not more than the
amount of the arrearage;

(2)  pay to the obligor any part of the income tax
refund over the amount of the arrearage; and

(3)  notify the obligor of:

(i) the amount paid to the Administration; and

(ii) the rights of the obligor under subsection
[(g)] (H) of this section.

(G) (1) IN THIS SUBSECTION, "LOTTERY PRIZE" MEANS A PRIZE
OR ANNUITY PAYMENT IN EXCESS OF $600 PAYABLE BY THE STATE LOTTERY
AGENCY TO A PRIZE WINNER UNDER THE MARYLAND STATE LOTTERY LAW.

(2)  ON RECEIPT OF THE ADMINISTRATION'S CERTIFICATION,
THE STATE COMPTROLLER SHALL SEND A COPY OF THE CERTIFICATION TO
THE STATE LOTTERY AGENCY.

(3)  ON RECEIPT OF A COPY OF A CERTIFICATION, THE
STATE LOTTERY AGENCY SHALL RECORD THE NAME, ADDRESS, AND SOCIAL
SECURITY NUMBER OF THE OBLIGOR.

(4)  AFTER THE STATE LOTTERY AGENCY HAS RECORDED A
CERTIFICATION UNDER THIS SUBSECTION, IF THE OBLIGOR WINS A
LOTTERY PRIZE, THE STATE LOTTERY AGENCY SHALL PAY THE LOTTERY
PRIZE TO THE STATE COMPTROLLER.

(5)  THE STATE COMPTROLLER SHALL:

(I)  PAY TO THE ADMINISTRATION THE AMOUNT OF THE
LOTTERY PRIZE THAT IS NOT MORE THAN THE AMOUNT OF THE ARREARAGE;

(II)  PAY TO THE OBLIGOR ANY PART OF THE LOTTERY
PRIZE THAT IS OVER THE AMOUNT OF THE ARREARAGE; AND

(III)  NOTIFY THE OBLIGOR OF:

1.  THE AMOUNT PAID TO THE ADMINISTRATION;
AND

2.  THE RIGHTS OF THE OBLIGOR UNDER
SUBSECTION (H) OF THIS SECTION.
