SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
be construed to apply only prospectively and may not be applied
or interpreted to have any effect upon on application to any
action filed before the effective date of this Act. However, the
amendment by this Act of provision of law in effect prior to the
effective date of this Act may not be construed to preclude the
application of those provisions of law to any action filed prior
to the effective date of this Act.
SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1987 January 1, 1988.

AN ACT concerning
State Lottery - Interception of Prizes - Child Support Arrearages
FOR the purpose of requiring the State Lottery Agency to record
certain information concerning certain obligors in arrears
of child support payments and to pay certain lottery prizes
won by recorded obligors to the State Comptroller; requiring
the State Comptroller to send a copy of certain documents to
the State Lottery Agency, to pay certain amounts of certain
lottery prizes in certain portions, and to notify certain
obligors of certain information; requiring the Secretary of
Human Resources, the State Comptroller, and the Director of
the State Lottery Agency to adopt certain regulations;
defining a certain term; and generally relating to the
interception of State lottery prizes for payment of child
support arrearages.
