inconsistent with local law, representatives of local political
subdivisions;

(3)  Authorization to establish and administer a
revolving loan fund to make loans at flexible rates and terms to
neighborhood homeowners who are unable to obtain mortgage
financing on reasonable terms through normal lending channels for
the purposes of preserving or revitalizing neighborhoods and to
encourage homeownership; and

(4)  Authorization to administer and to establish, in
cooperation with appropriate officials of the political
subdivision, a housing program to bring neighborhood dwellings to
acceptable levels of health and safety.

The Secretary, or the Secretary's designee, shall be an ex
officio and voting member of the board of directors of each
neighborhood housing services corporation receiving grant funds
from the Department.

[11-906.] 4-306.

The Department may adopt regulations necessary for the
implementation of this subtitle.

SUBTITLE 4. COMMUNITY ACTION AGENCIES

[6-107.] 4-401.

(a) In this section the following words, have the meanings
indicated.

(1) "Community action agency" means:

(i) A governmental unit in a political
subdivision of the State;

(ii) A governmental unit created by. a
combination of political subdivisions;

(iii) An agency designated as a community
action agency under relevant provisions of the Economic
Opportunity Act of 1964 as amended by the Community Services
Block Grant Program; or

(iv) A private, nonprofit community

organization that meets the requirements for designation as a

community action agency.
