(4) That a program receiving financial assistance
have adequate internal administrative controls, accounting
procedures, personnel standards, evaluation procedures,
availability of inservice training and technical assistance
programs, and other policies as are necessary to promote the
effective use of funds received under this subtitle.
(b) The [Employment Security Administration] DEPARTMENT OF
ECONOMIC AND EMPLOYMENT DEVELOPMENT, with the approval of the
Governor, may make a distribution in excess of the limit
prescribed in [paragraph] SUBSECTION (a)(3) of this section if it
determines that the excess distribution is necessary to further
the objectives of this subtitle.
115.
The [Employment Security Administration] DEPARTMENT OF
ECONOMIC AND EMPLOYMENT DEVELOPMENT may promulgate such rules as
it considers necessary to implement this subtitle.
116.
The General Assembly may appropriate to the [Employment
Security Administration] DEPARTMENT OF ECONOMIC AND EMPLOYMENT
DEVELOPMENT sums, as it deems appropriate from the State General
Fund, to be used for carrying out the purposes specified in
Section 112 of this subtitle. All moneys appropriated under this
section do not revert to the State General Fund at the close of
any fiscal year, but remain available to the [Employment Security
Administration] DEPARTMENT OF ECONOMIC AND EMPLOYMENT DEVELOPMENT
in the following fiscal year. Funds obligated in a fiscal year
may be expended during a period of 2 years from the date of
obligation.
122.
The Governor's plan shall include but not be limited to:
(1) An annual statement of goals and objectives for
job training and placement programs within the State in order to
provide planning guidance in the preparation of service delivery
area job training plans and to satisfy the requirements of § 7(a)
of the Apt of June 6, 1933 (Wagner-Peyser Act);
(2) A plan describing the use of all resources
provided to the State and its service delivery areas and
evaluating the experience oyer the preceding plan period;
(3) Criteria for coordinating activities under the
federal act, including Title III, with programs and services
provided by State and local education and training agencies, the
[Employment Security Administration] DEPARTMENT OF ECONOMIC AND
EMPLOYMENT DEVELOPMENT, public assistance agencies,
