1-111.

Notwithstanding any other provision of law, the Delmarva
Advisory Council shall receive annual funding by appropriation in
the Maryland State budget. Maryland's State allocation shall be
contingent, beginning with fiscal year 1987, and continuing on a
year-to-year basis thereafter, on the commitment of the
participating Maryland counties to contribute an equal share to
the financial support included in the State's budget. For
purposes of review, approval, and confirmation that the counties'
commitments are met, the Department of Economic HOUSING and
[Community] EMPLOYMENT Development is Maryland's "cognizant
State agency" and shall include a budget request for the Delmarva
Advisory Council with its budget request. In addition, receipt
of any funds from Maryland is contingent upon the annual receipt
of funds from the states of Delaware or Virginia.
