including contracts relating to the employment or retention of
consulting and other engineers, financial advisors, bond counsel,
accountants and any other employees, advisors and agents;
(6) Make application for, receive and accept from any
person, a grant, loan, loan guarantee, or any other form of
financial assistance relating to the activities of the
Administration;
(7) Receive and accept aid or a contribution from any
source, whether in the form of money or property, labor, or any
other thing of value;
(8) Participate in any price support program, loan
program or any other program of the federal or of this State
government or local government of this State that relates to
energy production or conservation;
(9) [(i)] Provide financial assistance to any person
for :
[1.] (I) An energy project or projects;
[2.] (II) Any pre-investment activity,
including a feasibility study;
[3.] (III) Technical and management
advice and assistance as necessary under the circumstances;
[4.] (IV) A demonstration energy project
chat is of high priority and broad public application; or
[5.] (V) The utilization of land owned by
a State agency for the establishment of a demonstration energy
project on agreement with the State agency and in consultation
with the local governing body in whose jurisdiction the land is
situated;
(10) Require that any applicant for financial
assistance provide such information as the Administration
considers necessary and that the recipients of financial
assistance maintain, make available for inspection by the
Administration, or submit to the Administration any report or
record that it considers necessary to insure compliance with the
terms and conditions on which assistance is awarded;
(11) Purchase, receive, hold, lease, or otherwise
acquire and sell, convey, mortgage,- or lease, pledge, or
otherwise dispose of, on the terms and conditions that the
Administration considers advisable, real and personal property,
together with the rights and privileges that may be incidental
and pertaining thereto and the use thereof including any real or
