[11-101.] 1-201.
(a) (1) [The] THERE IS A Department of Economic and
[Community] EMPLOYMENT Development.
(2) THE DEPARTMENT is [hereby created as] a principal
department of the State government.
(3) The head of the Department [of Economic and
Community Development shall be] IS the Secretary of Economic and
[Community] EMPLOYMENT Development, who shall be appointed by the
Governor with the advice and consent of the Senate.
(b) The Secretary [of Economic and Community Development]
shall receive [such] THE salary [as] provided in the State
budget. The Secretary shall serve at the pleasure of the
Governor, shall be directly responsible to the Governor and shall
counsel and advise him on all matters assigned to the Department
[of Economic and Community Development], and he shall be
responsible for carrying out the Governor's policies with respect
to such matters.
(c) (1) The Secretary [of Economic and Community
Development] shall be responsible for the operation of the
Department [of Economic and Community Development], and shall
establish guidelines and procedures to promote the orderly and
efficient administration thereof.
(2) [He] THE SECRETARY may establish areas of
responsibility within his office and may reorganize or abolish
the same as necessary to fulfill effectively the duties assigned
to [him] THE SECRETARY.

(a) (1) The Secretary [of Economic and Community
Development] shall appoint, with the approval of the Governor, a
deputy secretary who shall have duties as are provided by law or
delegated by the Secretary.
(2) The deputy secretary shall serve at the pleasure
of the Secretary and shall receive such compensation as is
provided in the State budget.
(b) (1) The Secretary [of Economic and Community
Development] shall also have attached to his office such
assistants, professional consultants and employees as are
provided for in the State budget.
(2) He may establish areas of responsibility within
his office and designate assistants to be in charge of such
areas.
