WILLIAM DONALD SCHAEFER, Governor Ch. 306

The Secretary of Natural Resources and the Secretary of
[Health and Mental Hygiene] THE ENVIRONMENT jointly shall:

(1)  Develop and implement a comprehensive program to
monitor the quality of the waters and living resources of the
Chesapeake Bay;

(2)  Cooperate with other states in the Chesapeake Bay
region and with the United States Environmental Protection Agency
and other State and federal agencies, as appropriate; and

(3)  Report every 2 years to the General Assembly on
the results of this monitoring program and the status of the
resources of the Chesapeake Bay.

8-1703.

(a)  There is a Herring Run Public Watershed Association
Commission.

(b)  The Commission is composed of:

(1)  The Secretary of Natural Resources or his
designee;

(2)  The Secretary of State Planning or his designee;

(3)  The Secretary of [Health and Mental Hygiene] THE
ENVIRONMENT or his designee;

(4)  Two members from Baltimore City selected by the
Mayor of Baltimore City;

(5)  Two members from Baltimore County selected by the
County Executive of Baltimore County; and

(6)  Two members selected by the Baltimore Regional
Planning Council.

(c)  Of the six county and city members, there shall be at
least:

(1)  One member of the county or city legislative
body; and

(2)  One member of the General Assembly of Maryland.

(d)  The Commission shall appoint an advisory committee
composed of interested citizens and determine the number, terms,
and qualifications of its members.
