(c) The manner of election of officers shall be as the
Board determines.

(a)  The Board shall meet at least once a year, at the times
and places that it determines.

(b)   Each member of the Board is entitled to reimbursement
for expenses under the Standard State Travel Regulations, as
provided in the State budget.

(c)  The Board may employ a staff in accordance with the
State budget.

In addition to the powers set forth elsewhere in this title,
the Board may recommend:

(l) Standards to the Secretary for the classification
of waterworks, wastewater works, and industrial wastewater works;
and

(2) Rules and regulations for adoption by the
Secretary to carry out the provisions of this title.

[20-206] 12-206.

(a) (1) The Board may set reasonable fees for the issuance
and renewal of certificates and its other services.

(2) The fees charged may be set so as to produce
funds to approximate the cost of maintaining the Board.

(b) In accordance with the State budget, the Board may pay
expenses incurred in carrying out the provisions of this title.

(c) The Board shall pay all funds collected under this
section into the General Fund of this State.

Subtitle 3. Certification of Superintendents, Operators,
and Industrial Operators

[20-301] 12-301.

(a) Except as otherwise provided in this section, an
individual shall be certified by the Board in an appropriate
classification before a waterworks, wastewater works, or
industrial wastewater works may employ the individual as:

  (1) A superintendent; or
