SECTION 3. 4. AND BE IT FURTHER ENACTED, That Section 1 of
this Act shall take effect December 1, 1987.
SECTION 4. 5. AND BE IT FURTHER ENACTED, That Section 2 of
this Act shall take effect June 1, 1987.
SECTION 6. AND BE IT FURTHER ENACTED, That Section 3 of
this Act shall take effect July 1, 1987.

AN ACT concerning
Antifouling Paints - Regulation
FOR the purpose of prohibiting certain persons from distributing,
possessing, selling, offering for sale, using, or offering
for use any antifouling paints containing tributyltin;
providing certain exceptions; defining certain items;
allowing certain persons to distribute, sell, possess, and
apply certain antifouling paints under certain conditions;
prohibiting a person from distributing, possessing, selling,
offering for sale. using, or offering for use certain
substances containing a tributyltin compound and labeled for
mixing with paint to produce an antifouling paint; providing
for the scope and application of this Act; requiring the
State Secretary of Agriculture to adopt certain regulations
before a certain date; providing for seizures and penalties
under this Act; requiring the Department of Health and
Mental Hygiene to develop certain standards and regulate
certain items in this Act; requiring the Department of
Natural Resources to develop a certain program by a certain
date in coordination and consultation with certain groups;
requiring certain publications under this Act; requiring the
Department of Natural Resources to study the use of certain
devices and submit their findings by a certain date;
providing for certain effective dates for certain provisions
of this Act; and. generally relating to the regulation of the
distribution, possession; sale, offering for sale, use, and
offering for use of antifouling paints containing
tributyltin.
