(b) (1) (i) Except as provided in subparagraph (ii) OF THIS
PARAGRAPH, a candidate for an office set forth in § 4-101 of this
[article] SUBTITLE shall file the statement required by this
title each year beginning with the year in which the candidate's
certificate of candidacy is filed and ending with the year of the
election.

4-103.
The statement required to be filed by this title shall
contain schedules disclosing the following interests of the
person making the statement, together with the following
information, if known for the calendar year for which the
required statement is to be filed:
(f) A schedule of all indebtedness, excluding retail credit
accounts, which is owed at any time during the year for which the
statement is filed to any person doing business with the State
[and], which the person filing the statement may be reasonably
expected to know [including, if]. IF the person [making] FILING
the statement was involved in the transaction giving rise to the
debt, [that is] THE STATEMENT SHALL INCLUDE ANY DEBT owed by his
immediate family. This schedule, as to each [such] debt, shall
include:
(1) The identity of the person to whom the debt was
owed and the date it was incurred;
