(a)  Special registration plates issued to an automotive
dismantler or recycler or scrap processor under § 13-622 of this
title are Class 2 (recycler) registration plates.

(b)  For Class 2 (recycler) registration plates, the annual
registration fee is [$10] $12.50 $15 $13.50 for each registration
plate issued to the applicant.

(a)  Special registration plates issued to a financial
institution under § 13-623 of this title are Class 3 (finance
company) registration plates.

(b)  For Class 3 (finance company) registration plates, the
annual registration fee is [$10] $12.50 $15 $13.50 for each
registration plate issued to the applicant.

13-945.

(a)  Special registration plates issued to the owner or
operator of special mobile equipment under § 13-624 of this title
are Class 4 (mobile equipment), registration plates.

(b)  For each Class 4 (mobile equipment) registration plate,
the annual registration fee is [$10] $12.50 $15 $13.50.

13-946.

(a)  Special registration plates issued to a transporter
under § 13-625 of this title are Class 5 (transporter)
registration plates.

(b)  For Class 5 (transporter) registration plates, the
annual registration fee is [$35] $44 $50 $52.50 $47.25 for each
registration plate issued to the applicant.

16-605.

(a) There is a Motorcycle Safety Program Account in the
Transportation Trust Fund.

(b) There shall be deposited in the Motorcycle Safety
Program Account, and disbursed in accordance with this section,

the following:

(1) $5.00 for each annual motorcycle registration fee
collected under § 13-915(b) of this article; and

(2) All fees collected for the issuance of new Class
E drivers' licenses under § 16-111.1(a) of this article.
