SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 56 - Licenses

[(k) For fiscal 1985 and each fiscal year thereafter,
"average wholesale value per gallon" means the value determined
by the Comptroller, exclusive of any rebates to jobbers and
retail service station dealers, under § 156 of this article.]

(K) "FEDERAL HIGHWAY COST INDEX" MEANS THE MAINTENANCE
INDEX TOTAL FOR A DESIGNATED YEAR AS REPORTED IN THE HIGHWAY
MAINTENANCE AND OPERATION INDEX PUBLISHED ANNUALLY BY THE UNITED

STATES DEPARTMENT OF TRANSPORTATION, FEDERAL HIGHWAY

[(f) (1) For fiscal year 1985 and all subsequent fiscal
years, the Comptroller shall make the determinations required by
Section 156(b) of this article, and if, in any of these years,
