AN ACT concerning
Reorganization of the State Government - Juvenile Services Agency
FOR the purpose of establishing a Juvenile Services Agency as a
unit of the State government; transferring the duties,
responsibilities, authority, functions, and units of the
Juvenile Services Administration to the Juvenile Services
Agency; abolishing the Juvenile Services Administration;
creating the positions of Director and Deputy Director of
the Juvenile Services Agency and providing for their
appointments and duties; providing that the Director shall
be responsible for the operation and administration of the
Juvenile Services Agency; transferring the duties,
responsibilities, authority, and function of the Director of
Juvenile Services Administration to the Director of the
Juvenile Services Agency; authorizing the appointment of
staff and counsel to the Juvenile Services Agency;
correcting or repealing obsolete references; transferring
the duties, responsibilities, authority, and function of the
State Advisory Board of Juvenile Services to the State
Advisory Board for Juvenile Services and altering the
composition of the Board; making certain positions of the
agency exempt from the merit system; providing for certain
employment restrictions for certain employees; requiring
certain employees to disclose certain information to the
Secretary; repealing certain obsolete provisions; allowing
the agency to place children in group homes and institutions
that are operated by any private organization nonprofit or
for-profit entity and providing for reimbursement; making
provisions for certain technical corrections in the
Annotated Code; and generally relating to the creation and
operation of a Juvenile Services Agency.
