(2) .In consultation with the State Department of
Education, the State Scholarship Board shall adopt rules and
regulations to waive, for good cause, the repayment of any
portion of the additional scholarship awarded under this
subsection that is not forgiven if the recipient fails to fulfill
the obligations agreed to under subparagraph (ii) of this
subsection.
SECTION 2. AND BE IT FURTHER ENACTED, That the State.
Scholarship Board shall review the adequacy of the academic
factors and varying grading systems used, other than those set
forth in § 18-1102 (a)(1)(i) and (ii) of the Education Article.
The State Scholarship Board shall evaluate students for
participation in the Distinguished Scholar Program, with
attention to students enrolled in honors programs on programs for
gifted and talented students, and shall report and make
recommendations on this subject to the General Assembly not later
than December 1, 1987.
SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
applies to all Distinguished Scholar awards made for fiscal year
1988 and thereafter.
SECTION 3 4. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1987.

AN ACT concerning
Independent Adoption - Withholding of Consent
by a Natural Parent
FOR the purpose of altering the application of certain provisions
of law relating to an independent adoption in which a
natural parent withholds consent to provide that those
provisions apply only when the natural parent withholds
consent in a certain manner; altering the period of time
that an individual has exercised physical care, custody, or
control of a child before a court may grant a decree of
adoption without the consent of the child's natural parent
under certain circumstances; altering the period of time
that a child has been out of the custody of the natural
