(3) IN ANY FISCAL YEAR, SUCH ADMINISTRATIVE COSTS
PAID FOR FROM THE FUND MAY NOT EXCEED 5 PERCENT OR $25,000,
WHICHEVER IS LESS, OF THE MONEYS AVAILABLE FOR DISTRIBUTION FROM
THE FUND DURING THAT FISCAL YEAR.
(I) (F) EACH YEAR THE OFFICE FOR CHILDREN AND YOUTH SHALL
REPORT TO THE GOVERNOR AND, SUBJECT TO § 2-1312 OF THE STATE
GOVERNMENT ARTICLE, TO THE GENERAL ASSEMBLY ON THE USE OF FUNDS
DISBURSED FROM THE CHILDREN'S TRUST FUND.
(J) (G) ANY UNEXPENDED FUNDS IN THE CHILDREN'S TRUST FUND
REMAINING AT THE END OF A FISCAL YEAR MAY NOT REVERT TO THE
GENERAL FUND OF THE STATE.
[The] EXCEPT AS PROVIDED IN § 4A OF THIS ARTICLE, THE Office
may not operate any programs or provide any direct services.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

AN ACT concerning
Action Plan for Educational Excellence
FOR the purpose of altering the amount of the expenditure for
current basic expenses in which the State shall share for
certain fiscal years; altering the method of calculating
"current basic expenses" defining "average statewide per
pupil expenditures"; altering the amount of the expenditure
for basic current expenses in which the State shall share
for certain fiscal years; altering the method of calculating
basic current expenses; altering and extending certain
limitations on increases of the per pupil basic current
expense figure; altering certain limitations on compensatory
aid; extending the term of the Accountability Task Force;
and generally relating to State aid for primary and
secondary education.
BY repealing and reenacting, without amendments,
