SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 100 - Work, Labor and Employment
120.
(a) A job training partnership program is established to
implement the federal act.
(b) This program shall provide employment, training,
supportive and related services for unemployed individuals who
are economically disadvantaged, for dislocated workers, and for
those who are not economically disadvantaged, but who qualify
under § 203(a)(2) of the federal act as having barriers to
employment, including, but not limited to, displaced homemakers,
school dropouts, teenage parents, handicapped, older workers, and
veterans.
(C) THE COUNTY COMMISSIONERS OF CARROLL COUNTY MAY LEVY
TAXES AND APPROPRIATE FUNDS NECESSARY TO ENTER INTO CONTRACTS
WITH PRIVATE OR PUBLIC ENTERPRISES FOR THE TRAINING OR RETRAINING
OF WORKERS OF THOSE ENTERPRISES.
SECTION 2. AND BE IT FURTHER ENACTED, That the Carroll
County Commissioners shall submit to the Carroll County
Delegation of the General Assembly an annual written report
concerning the implementation and effect of this Act. The report
shall be submitted on or before commencement of each regular
legislative session in 1988, 1989, and 1990.
SECTION 2 3. AND BE IT FURTHER ENACTED: That this Act
shall take effect July 1, 1987.
