SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986 is hereby declared to be an emergency
measure and necessary for the immediate preservation of the
public health and safety and having been passed by a yea and nay
vote supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, the same shall take
effect from the date of its passage.

AN ACT concerning
Vital Records - Fees for Copies
FOR the purpose of authorizing the Secretary of Health and Mental
Hygiene to determine by regulation the fee currently set by
law, collect a certain fee for certain copies of birth,
death, fetal death, and marriage certificates that the
Department of Health and Mental Hygiene is required to
collect; and providing a certain termination date for the
provisions of this Act.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

4-217.
(c) (1) Except as otherwise provided by law, the Department
shall collect a [$2] $3 fee AS DETERMINED BY REGULATIONS ADOPTED
UNDER THIS SUBTITLE for each certified or abridged copy of a
birth, death, fetal death, or marriage certificate or for a
report that a search of the files was made and the requested
record is not on file.
(2) The Department may not collect a fee for a
certificate requested by an agency of this State or any of its
political subdivisions.
