(c) Unless otherwise provided by this article, each
advisory commission created by law consists of five members
appointed by the Governor, with the advice of the Secretary to
serve at the pleasure of the Governor. [From and after July 1,
1974, the Sport Fisheries Advisory Commission shall have one
additional member who shall be a resident of western Maryland.]
A member shall be knowledgeable in the area of interest of the
advisory commission on which he serves. Each advisory commission
shall advise the Secretary or the administration of the
appropriate department unit, pursuant to rules and regulations
the Secretary adopts. The members of each advisory commission
annually shall elect a chairman of the commission and may adopt
procedures to conduct its meetings. An advisory commission
member receives the compensation provided in the department
budget. Every member shall be reimbursed for necessary travel
expenses incurred in performing any official duty, pursuant to
rules and regulations the Secretary adopts.

(b) (1) There is a Sport Fisheries Advisory Commission in
the Department.
(2) THE COMMISSION SHALL PROVIDE THE DEPARTMENT
ADVICE ON RECREATIONAL FISHERIES MATTERS.
(3) THE COMMISSION IS COMPOSED OF 9 MEMBERS APPOINTED
AND SERVING IN ACCORDANCE WITH THE PROVISIONS OF SECTION 1-102(C)
OF THIS ARTICLE. THE EXPERIENCE AND BACKGROUNDS OF COMMISSION
MEMBERS SHALL REPRESENT THE DIVERSIFIED ANGLING INTERESTS AND
WATERS OF THE STATE.
(4) (I) THE TERM OF A MEMBER IS 4 YEARS AND A MEMBER
MAY BE REAPPOINTED.
(II) AT THE END OF A TERM, A MEMBER CONTINUES
TO SERVE UNTIL A SUCCESSOR IS APPOINTED AND QUALIFIES.
(III) A MEMBER WHO IS APPOINTED AFTER A TERM
HAS BEGUN SERVES ONLY FOR THE REST OF THE TERM AND UNTIL A
SUCCESSOR IS APPOINTED AND QUALIFIES.
SECTION 2. AND BE IT FURTHER ENACTED, That, notwithstanding
the provisions of this Act, of the members serving on the Sport
Fisheries Advisory Commission on the effective date of this Act,
3 shall be reappointed by the Governor to an initial term of 3
years, and 3 shall be reappointed by the Governor to an initial
term of 2 years. After these initial terms for existing members
have run, a member may be reappointed for a 4-year term.
