Nothing herein shall affect any existing contract [of] OR
policy of employer's liability insurance or the liability of any
mutual insurance association, or any arrangement now existing
between employers and employees, providing for the payment to
such employees, their families, dependents or representatives of
sick, accident or death benefits in addition to the compensation
provided for by this article; but liability for the compensation
specified in this article shall not be reduced or affected by any
insurance, contribution or other benefit whatsoever, due to or
received by the person entitled to such compensation, and the
person so entitled shall, irrespective of any such insurance or
other contract, have the right to recover the compensation
directly from the employer.

21.
(b) The following shall constitute employees subject to the
provisions of this act, except as exempted under subsection (c)
of this section:
(4) Every person in the service of any political
subdivision or agency thereof, under any contract of hire,
express or implied, and every official or officer thereof,
whether elected or appointed, while performing his official
duties. Except as provided in [subsection 21(c)(5) of this act]
§ 21(C)(5) OF THIS ARTICLE, every person who is a member of a
volunteer fire or rescue squad or police department shall be
deemed for the purpose of this act, to be in the employment of
the political subdivision of the State where the department is
organized. Except as provided in [subsection 21(c)(5) of this
act] § 21(C)(5) OF THIS ARTICLE, every person who is a regularly
enrolled volunteer member or trainee of the civil defense corps
of this State as established under the Maryland Civil Defense Act
