(3) The Authority may reallocate a previously
licensed commission selling agency's quota among existing
agencies in a manner which is fair and equitable, if that
previously licensed agency fails to renew its license or
subsequently discontinues or suspends business whether due to
fire or other casualty loss, license suspension or revocation.
(4) IF A LICENSED COMMISSION SELLING AGENCY OVERSELLS
ITS DAILY SALES QUOTA, THE AUTHORITY MAY IMPOSE A PENALTY ON THAT
AGENCY BY DOUBLING THE POUNDS OF TOBACCO OVERSOLD AND SUBTRACTING
AN AMOUNT THAT DOES NOT EXCEED THAT AMOUNT FROM THE SALES QUOTA
ON ANY DAY THE QUOTA IS IN EFFECT. IN ADDITION, THE AUTHORITY
MAY DEDUCT AN AMOUNT THAT DOES NOT EXCEED THIS AMOUNT FROM AN
AGENCY'S AVERAGE DAILY NET SALES DURING ANY MARKET SEASON.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning
Election Laws - Elderly and Handicapped Voters
FOR the purpose of defining "elderly" and "handicapped" for the
purposes of the State election law; providing for reasonable
access to polling places for elderly and handicapped voters;
providing for absentee registration and voting by elderly
and handicapped voters; providing for the reassignment of an
elderly or handicapped voter to another polling place under
certain conditions; and generally relating to elderly and
handicapped voters.
