matters covered by this section. Subject to the approval of the
Governor, the Commissioner may appoint and designate a deputy,
and fix his compensation, who shall be known as the chief
mediator, and who, together with any assistants who may be
assigned by the Commissioner, shall have in charge the execution
of the provisions of this section, under the direction and
supervision of the Commissioner. The chief mediator may act upon
any board of arbitration, but in such event he shall receive no
compensation therefor in addition to his ordinary salary.
Nothing in this section contained shall affect the provisions
with respect to arbitration and award contained in [Article 7 of
the Annotated Code of Maryland, titled "Arbitration and Award,"]
TITLE 3, SUBTITLE 2 OF THE COURTS AND JUDICIAL PROCEEDINGS
ARTICLE nor the provisions with respect to arbitration contained
in §§ 307 to 312 inclusive of the Baltimore City Charter.

When used in this subtitle:
(b) "Employer" means a person engaged in any business,
trade, commerce or industrial activity in this State who employs
one or more employees to work for wages, salaries, or on
commission and includes:
(1) The State, and all county, city, and municipal
governments and any agency thereof;
(2) Any person owning or operating a taxicab business
in Baltimore City who leases, rents, or hires out taxicabs to
licensed taxicab drivers for the purpose of rendering service to
the public; [or]
(3) Any person conducting a business which consists
of employing individuals directly for the purpose of furnishing
part-time or temporary help to other persons; and
(4) Any person who enters into a direct contractual
relationship with a person conducting a business which consists
of employing individuals directly for the purpose of furnishing
part-time or temporary help to other persons.
