county or any judge of the District Court may sentence a
convicted offender to a [regional] LOCAL detention center; if the
sentence to be then executed is for a period of not more than 18
months and the court imposing the sentence is located within a
jurisdiction which is a party to the operation and maintenance of
the facility to which the person is sentenced.
[G.] (H) All agreements, contracts and other instruments
approved by the [Commissioner] SECRETARY shall be subject to the
approval of the Board of Public Works before final execution.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
contingent on the appropriation of funds for 100 percent of the
approved costs for the design, site acquisition, and site
preparation of a 400-bed local detention center in Baltimore City
and the appropriation of funds for the planning and design of a
60-bed local detention center in Baltimore County. It is the
intent of the General Assembly to provide funds for construction
of these facilities in the 1987 regular session.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning
Racing - Impact Aid
FOR the purpose of correcting provisions governing the payment of
racing revenues to certain subdivisions; altering the terms
of a grant of racing revenues to the City of Bowie; altering
the time interval for payment of racing revenues to certain
local governments; altering the reporting requirements and
certifications required of certain subdivisions relating to
the expenditure of racing revenues; and generally relating
to the program of racing impact aid for certain
subdivisions.
