(A) TO ENFORCE THIS SUBTITLE AND TO INSURE ENSURE
COMPLIANCE WITH THE CONDITIONS OF EACH YOUTH CAMP LICENSE, A
QUALIFIED REPRESENTATIVE OF THE DEPARTMENT OR THE LOCAL HEALTH
DEPARTMENT MAY ENTER ANY INSPECT, AT ANY REASONABLE TIME, ANY
YOUTH FACILITY OR CAMPSITE.
(B) AN OPERATOR OF A YOUTH CAMP MAY NOT:
(1) REFUSE TO GRANT ACCESS TO ANY REPRESENTATIVE OF
THE DEPARTMENT OR A LOCAL HEATH DEPARTMENT OFFICIAL WHO REQUESTS
TO ENTER A YOUTH CAMP UNDER THIS SECTION; OR
(2) INTERFERE WITH ANY INSPECTION UNDER THIS
SUBTITLE.
(C)

THE DEPARTMENT SHALL:
(1) MAKE AN INSPECTION TO INVESTIGATE THE APPLICATION
FOR A LICENSE ISSUED UNDER THIS SUBTITLE;
(2) MAKE AT LEAST 1 INSPECTION WHILE THE YOUTH CAMP
IS OPERATING; AND
(3) (1) INVESTIGATE COMPLAINTS RECEIVED REGARDING THE
YOUTH CAMP; AND
(4) (2) REQUIRE APPROPRIATE TRAINING, INCLUDING
KNOWLEDGE OF OUTDOOR CAMPING, FOR A CAMP INSPECTOR".

SUBJECT TO THE HEARING PROVISIONS OF § 14-411 OF THIS
SUBTITLE, THE DEPARTMENT MAY DENY A LICENSE CERTIFICATE TO ANY
APPLICANT, REPRIMAND ANY LICENSEE, OR SUSPEND OR REVOKE A LICENSE
CERTIFICATE, IF THE APPLICANT OR LICENSEE CERTIFICATE HOLDER:
(1) FRAUDULENTLY OR DECEPTIVELY OBTAINS OR ATTEMPTS
TO OBTAIN A LICENSE CERTIFICATE FOR THE APPLICANT OR LICENSEE
CERTIFICATE HOLDER OR FOR ANOTHER;
(2) FRAUDULENTLY OR DECEPTIVELY USES A LICENSE
CERTIFICATE;
(3) VIOLATES THIS SUBTITLE; OR
(4) VIOLATES ANY REGULATION ADOPTED BY THE DEPARTMENT
UNDER THIS SUBTITLE.
