(3) AT THE END OF A TERM, A MEMBER CONTINUES TO SERVE
UNTIL A SUCCESSOR IS APPOINTED.
(4) A MEMBER WHO IS APPOINTED AFTER A TERM HAS BEGUN
SERVES ONLY FOR THE REST OF THE TERM AND UNTIL A SUCCESSOR IS
APPOINTED.
(5) MEMBERS OF THE COUNCIL:
(I) ARE ELIGIBLE FOR REAPPOINTMENT; BUT
(II) MAY NOT SERVE MORE THAN 2 FULL CONSECUTIVE
TERMS.
(C) THE GOVERNOR MAY REMOVE A MEMBER FOR INCOMPETENCE OR
MISCONDUCT.

(A) THE DEPARTMENT SHALL ISSUE A YOUTH CAMP LICENSE AS
PROVIDED FOR IN THIS SUBTITLE.
(B) AN APPLICANT FOR A YOUTH CAMP LICENSE SHALL:
(1) SUBMIT AN APPLICATION TO THE DEPARTMENT ON THE
FORM THAT THE DEPARTMENT PROVIDES;
(2) SUBMIT A COPY OF ITS BROCHURES AND ADMISSION
FORMS TO THE DEPARTMENT; AND
(3) EXCEPT AS PROVIDED UNDER SUBSECTION (C) (D) OF
THIS SECTION, PAY TO THE LOCAL HEALTH DEPARTMENT IN THE COUNTY
WHERE THE CAMP IS LOCATED A SINGLE APPLICATION FEE SET BY THE
DEPARTMENT THAT MAY NOT EXCEED $125 NOR BE LESS THAN $50.
(C) AS A PREREQUISITE TO THE ISSUANCE OF A YOUTH CAMP
LICENSE, THE DEPARTMENT SHALL REQUIRE AN APPLICANT TO AGREE TO
PERMIT ACCESS TO THE YOUTH CAMP FOR THE PURPOSES OF ANY
INSPECTION PERMITTED UNDER THIS SUBTITLE.
(D) IF A YOUTH CAMP QUALIFIES AS A NONPROFIT CAMP UNDER THE
FEDERAL INTERNAL REVENUE CODE, THE DEPARTMENT SHALL REDUCE THE
APPLICATION OR RENEWAL FEE BY EITHER 50 PERCENT OF THE CUMULATIVE
PERMITTING FEE ASSESSED DURING 1986, WHICHEVER IS GREATER.
(E) A YOUTH CAMP LICENSE ISSUED UNDER THIS SUBTITLE SHALL
SPECIFY:
(1) THE NAME AND TYPE OF YOUTH CAMP HIGH RISK
ACTIVITIES AUTHORIZED;
(2) THE AGE AND NUMBERS OF CAMPERS WHO MAY BE SERVED;
(3) THE NAME AND ADDRESS OF THE LICENSEE;
