justification for possessing OR DISTRIBUTING such matter, or to
distributions thereof pursuant to such justification.

(B) A JUSTIFICATION IS NOT BONA FIDE UNDER THIS SECTION
WITH REGARD TO DEPICTIONS OF CHILDREN ENGAGING IN SEXUAL CONDUCT
IF A REASONABLE PERSON WOULD FIND THAT A DOMINANT PURPOSE OF THE
DEPICTION IS TO AROUSE OR GRATIFY SEXUAL DESIRE IN EITHER THE
PERPETRATOR, CHILD, OR VIEWER.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning

Executive Branch - Interagency Child
Care Licensing Council

FOR the purpose of creating an Interagency child care licensing
council Child Care Council: providing for the appointment of
a chair person by the Governor for a certain term; providing
for the appointment of members of the council; requiring
certain reports at certain times by the council; requiring
certain annual public meetings by the council; providing
certain duties and responsibilities of the council;
requiring certain procedures; providing for an advisory
workgroup, appointed by the Governor to assist the council;
providing certain duties and responsibilities of the
workgroup; providing for the automatic termination of the
council and the advisory group by a certain date under
certain circumstances; and generally relating to the
establishment of an Interagency Child Care Licensing Council
and advisory workgroup.

Section 9-1301 through 9-1305 to be under the new subtitle

"Subtitle 13. Interagency Child Care Licensing
