AN EMERGENCY ACT for the purpose of requiring the Fire and
Rescue Commission to conform with the provisions for the adoption
of executive regulations, as contained in Chapter 24 of the Laws
of Montgomery County 1984 (Bill 46-83), WHEN ADOPTING EXCEPTIONS
OR ADDITIONS TO THE COMPREHENSIVE PERSONNEL REGULATIONS AND when
adopting exceptions to amendments to the Comprehensive County
Personnel Regulations made by the County Executive and approved
by the County Council.

AN EMERGENCY ACT to provide alternative methods of erosion
and sediment control regulation by allowing an erosion and
sediment control permit applicant to post a certificate of
guarantee from an organization that meets certain requirements
and that unconditionally guarantees the faithful performance,
including any necessary repairs, of the conditions of an erosion
and sediment control permit within a reasonable time and in the
manner necessary to meet the minimum requirements of Chapter 19;
to provide alternative methods of regulation of the construction
of on-site storm water management facilities by allowing a
building permit applicant or owner to post a certificate of
guarantee from an organization that meets certain requirements
and that unconditionally guarantees the faithful performance of
the terms and conditions of the approved storm water management
plan and the construction of the facility as are in the plan and
in the provisions of Chapter 19; and to provide executive
regulation authority; TO DELETE THE PROVISION THAT LETTERS OF
CREDIT SHALL BE RENEWED ANNUALLY; AND TO MAKE TECHNICAL AND
STYLISTIC CHANGES.
