Special Fund Appropriation.........

Federal Fund Appropriation,
provided that the federal funds
received in excess of the federal
funds appropriated from the
Social Services Block Grant shall
not be expended but shall be
placed in the federal fund
reserve for the block grant until
the reserve fund for the block
grant is increased by an amount
equivalent to the rollback funds.
After the reserve fund for those
block grants is increased by an
amount equivalent to the rollback
funds, any additional excess
funds may be made available by

approved budget amendment.

Provided further that if the

Governor determines it is

imperative for the excess federal
funds to be expended and not be
placed in the federal fund
reserve, the Governor shall
submit this request to the
Legislative Policy Committee for

approval or disapproval. The

Department shall also report to
the budget committees as to the
amount of funds available in

excess of the original

appropriation from the Social
Services Block Grant.

And further provided that all
federal funds received in excess
of the federal fund appropriation

from CFDA 13: 658 Foster

Care-Title IV-E shall be
appropriated by an approved
budget amendment(s) and that an
equivalent amount of general
funds shall not be expended and

shall revert to the State
