E. Examine the causes and recommend possible
measures to address the increase in youth
homicide particularly as it relates to young
black males; and
F. Identify and review prevention strategies
relating to the leading causes of death
among minorities including heart disease and
stroke, cancer, homicide and accidents,
cirrhosis, diabetes and infant mortality, as
well as other concerns including teen
pregnancy, mental health, chemical
dependency, sexually transmitted and
communicable disease incidence, lead
poisoning, long term care, and access to and
utilization of health care resources.
4. Report/Recommendations
The Commission shall provide an interim report by
December 1, 1986, and a final report by October 1,
1987.

CODE OF FAIR PRACTICES AMENDMENTS
WHEREAS, In recognition of the State's obligation to provide a
work environment without discrimination on the basis of (1)
political or religious opinion or affiliation, marital
status, race, color, creed, or national origin, or (2) sex
or age, except when sex or age constitutes a bona fide
occupational qualification, or (3) the physical or mental
handicap of a qualified handicapped individual, a Code of
Fair Practices was promulgated on December 9, 1970, by
Executive Order 01.01.1970.15; and amended on July 9, 1975,
by Executive Order 10.01.1976.05; and amended on February
19, 1986, by Executive Order 01.01.1986.04; and
WHEREAS, It is now desirable to clarify certain provisions of
Executive Order 01.01.1986.04;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY ORDER AND DIRECT
THAT ARTICLE I, SECTION (C)(3) OF EXECUTIVE ORDER
01.01.1986.04 BE AMENDED, EFFECTIVE IMMEDIATELY, AS FOLLOWS:
