EXECUTIVE ORDERS
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND, DO HEREBY
PROCLAIM that the formula for allocating the 1986 Maryland
state ceiling set forth in H.R. 3838 shall be modified as
follows:
Section 1. There is reserved and allocated to the Board of
Public Works of Maryland, in connection with the issuance of
the bonds designated "State and Local Facilities Loan of
1986, First Series", and any subsequent series of general
obligation bonds of the State that may be issued during
calendar year 1986, a volume cap of $30,000,000, being a
portion of the Maryland state ceiling that would be.
allocated to all agencies of the State under H.R. 3838 as
prescribed in proposed Internal Revenue Code Section 145(b).
Section 2. Pending further action by the Governor or the
General Assembly in accordance with the provisions of H.R.
3838, and except as provided in Section 1 of this
Proclamation, the Maryland state ceiling under H.R. 3838 for
calendar year 1986 shall be allocated to issuing authorities
in the state in accordance with the formula set forth in
H.R. 3838 (proposed Internal Revenue Code Section 145(b) and
(c)).
Section 3. This Proclamation shall take effect immediately.

CODE OF FAIR PRACTICES AMENDMENTS
WHEREAS, In recognition of the State's obligation to provide a
work environment without discrimination on the basis of (1)
political or religious opinion or affiliation, marital
status, race, color, creed, or national origin, or (2) sex
or age, except when sex or age constitutes a bona fide
occupational qualification, or (3) the physical or mental
handicap of a qualified handicapped individual, a Code of
Fair Practices was promulgated on December 9, 1970, by
Executive Order 01.01.1970.15; and amended on July 9, 1975,
by Executive Order 01.01.1976.05; and
WHEREAS, Certain amendments are now required to bring the Code
into compliance with changes in Federal and State laws; and
WHEREAS, There is a continuing need to achieve the objectives of
the Code; and
WHEREAS, In order to overcome vestiges of discrimination, it is
necessary to ascertain whether any personnel actions,
