412 LAWS OF MARYLAND Ch. 109 Initiative may not be expended until the Budget Committees review and approve a plan for using the funds. The plan should identify the subdivisions to which the funds will be allocated, the reasons for choosing those subdivisions, and the purposes for which funds will be expended. The plan should be specific as to type of services provided, where they are provided, who will provide them, and how many individuals are to be served. The plan should specify that funds are not to be used for abortions or abortion counseling. Moreover, the plan should provide for parental consent for school-based programs, encourage parental participation and explain how they will be obtained, referring to specific regulations or policies in this area.
