EXECUTIVE ORDER OF DECEMBER 20, 1985

DECEMBER, 1985, COMMUTATIONS OF INMATES WITHIN LOCAL
DETENTION FACILITIES
WHEREAS, Each of the inmates listed on the attachment to this
Executive Order was convicted in this State by a court of
competent jurisdiction and is presently nearing the
expiration date of the sentence imposed; and
WHEREAS, Each of the inmates is in the custody of a local
detention facility/jail in the State of Maryland; and
WHEREAS, The local correctional authorities and the Maryland
Parole Commission have reviewed, approved, and recommended
the commutation of sentences of inmates within the custody
of a local detention facility/jail in the State of Maryland;
and
WHEREAS, Assurances have been received from the Chief Executives
of the local jurisdictions; and that
(1) Each inmate has a mandatory release date
between December 24, 1985, and May 31,
1986;
(2) There are no detainers or pending charges
against any of these inmates;
(3) None of these inmates has served a
disciplinary segregation term since October
18, 1985;
(4) None of these inmates is serving a
commitment for escape, attempted escape, or
assault on correctional personnel since
April, 1983;
(5) None of these inmates has served or is
serving a sentence for a probation
violation and/or parole revocation.
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, HAVING THOUGHT PROPER THE EXTENSION OF CLEMENCY DO
HEREBY, PURSUANT TO THE AUTHORITY VESTED IN ME BY LAW, GRANT
THE PERSONS COVERED BY THIS EXECUTIVE ORDER AND LISTED ON
THE ATTACHMENT A FULL COMMUTATION OF THE REMAINDER OF THEIR
SENTENCES AS IMPOSED FOR THEIR OFFENSES AND WHERE DESIGNATED
DO GRANT CERTAIN COMMUTATIONS WITH THE NOTED CONDITION THAT
THERE IS AN OBLIGATION ON THE PART OF THE GRANTEE TO BE
SUPERVISED BY THE DIVISION OF PAROLE AND PROBATION. I
HEREBY DIRECT THE RELEASE FROM FURTHER CONFINEMENT OF THE
INDIVIDUALS COVERED BY THIS EXECUTIVE ORDER AND LISTED ON
