The Honorable Benjamin L. Cardin
Speaker of the House of Delegates
State House
Annapolis, Maryland 21404
Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1708.
This bill alters the definition of a "health care facility"
so as not to include kidney disease treatment facilities,
stations, or services for certain purposes and repeals the
requirement that kidney disease treatment facilities obtain a
certificate of need before the number of kidney dialysis stations
of a health care facility are changed.
Senate Bill 860, which was passed by the General Assembly
and signed by me on May 27, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1708.
