Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1028.

This bill requires proof of general liability and property
damage insurance or self-insurance prior to issuance or renewal
of a plumber's license.

Senate Bill 991, which was passed by the General Assembly
and signed by me on May 27, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1028.

AN ACT concerning

Licenses - Plumbers

FOR the purpose of requiring certain plumbers to maintain
liability and property insurance in certain amounts;
requiring proof of insurance for the issuance or renewal of
certificates of competency; altering surety bond
requirements in certain circumstances; requiring certain
information to be reported to the Board of Commissioners of
Practical Plumbing; and generally relating to the licensing
of plumbers.

BY repealing and reenacting, with amendments,

Article 56 - Licenses

Section 446 and 450

Annotated Code of Maryland

(1983 Replacement Volume and 1985 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 56 - Licenses

446.

(A) It shall not be lawful for any person, firm or
corporation to employ as workmen to do the plumbing work in the
State of Maryland any persons except those qualified to work at
