May 27, 1986
The Honorable Benjamin L. Cardin
Speaker of the House of Delegates
State House
Annapolis, Maryland 21404

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 954.

This bill establishes a licensing procedure for transient or
temporary vendors in Frederick County, defines such vendors, and
provides for their regulation by the Frederick County
Commissioners.

Senate Bill 588, which was passed by the General Assembly
and signed by me on May 27, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 954.

Sincerely,
Harry Hughes
Governor

House Bill No. 954
