The Honorable Benjamin L. Cardin
Speaker of the House of Delegates
State House
Annapolis, Maryland 21404

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 904.

This bill authorizes public entities and charitable
organizations to pool together for the purpose of purchasing

rate increases, and requires insurers to notify the appropriate
health board of malpractice claims.

Senate Bill 555, which was passed by the General Assembly

Sincerely,
Harry Hughes
Governor
